The Executive Director is also responsible for ensuring the culture of a teamwork environment, compassionate support to residents, stakeholders, and involvement in the Inkster community.
Preferred Qualifications ? Master's degree in business, public administration, or equivalent of education and experience managing subsidized multifamily housing programs ? No less than seven (7) years' experience in urban planning, business administration, real estate development, HUD requirements and Housing Choice Voucher (Section-8) knowledge ? Minimum of five years leadership experience over multiple employees and property sites ? Minimum of seven years Public Housing and Housing Choice Voucher (Section-8) experience ? Must have knowledge of the State General Statutes, HUD Finance requirements, Real Estate financing, industry wide underwriting principles, the general operations, and procedures of a Public Housing Agency, Fair Housing, and Procurement ? Experience with Rental Assistance Demonstration (RAD) regarding Section 18 and other dispositions ? Experienced with HUD and Code of Federal Regulations (CFR) Guidelines.
? Must be able to interpret HUD guidelines and CFR ? Ideal candidates would possess Public Housing Manager (PHM) Certification or similar certifications issued by trade organizations (i.
e.
NAHRO, PHADA, etc.
,) Minimum Qualifications ? Bachelor's degree in business management, public administration, or a related study ? Five years' experience in urban planning, business administration, real estate development, finance ? Public Housing Agency executive level experience ? Ability to speak professionally and to make presentations to groups and government boards ? Experience successful experience with administering a troubled PHA is desirable ? Must have knowledge of the State General Statutes, Housing Finance requirements, Real Estate financing, industry wide underwriting principles, the general operations, and procedures of a Public Housing Agency, Fair Housing, and Procurement Responsibilities Overview ? Responsibility for directing all operations, capital improvements, maintenance activities and managing staff ? Oversee the planning, organization, and monitoring of the Commission's programs of development to include strategies for RAD, Disposition/Demolition, and any other HUD tool permitted for repositioning the agencies assets ? Oversee the Commission's strategic planning for future development activities.
? Coordinates development activities among stakeholders ? Reports monthly to the Five-member board of commissioners ? Reviews all financial audit and management review findings and identifies opportunities for improvement ? Engages in immediate and long-range planning to assure sound administration of all programs and to address the housing needs of the community ? Develops and reviews proposals and contractual documents between the Commission, HUD and other parties designed to meet the goals of the Commission.
Ensures that all HUD required documents, reports, and plans are developed and submitted to HUD on a timely basis ? Assists in providing technical assistance to resident groups and obtaining resident input regarding revitalization and other development efforts ?
